Department Description
The Office of Financial Affairs at the School of Dentistry (SOD) is a central administrative unit dealing with all matters related to financial and budgetary issues of the $67MM budget for the School. Financial Affairs consists of two units: Patient Business Services and Administrative Accounting. The Administrative Accounting unit manages the development, planning, monitoring, projecting of the operating budget for the School and approves the purchasing and payment transactions of SOD to appropriate fund sources. The Administrative Accounting Office has ultimate responsibility for developing, planning, monitoring, and managing the non-personnel operating budget of the School of Dentistry (~$28MM).
Position Description
This Administrative Accounting Officer is responsible for compliance with all federal, state, foundation, and university requirements, standard practices, and policies as well as ensuring financial statements and financial reports accurately reflect the activity and fund balances. We are seeking an experienced accountant who can function as the expert on standard accounting practices and procedures, and the accounting systems including Peoplesoft, Infoporte and other university systems. This position is responsible for independent billing of clinical contracts including VA contracts and various hospital contracts, including establishing annual fee schedules, direct discussions with the agencies, oversight of billing, collections and associated accruals. The Administrative Accounting Officer is expected to problem solve and research matters independently and propose process improvements, as this person will interact with over ten clinical and academic departments. Specific responsibilities include, but are not limited to:
* Monitoring budget and operational expenses for the School
* Developing annual revenue forecasts and expense projections for student clinics
* Preparing budget revisions and monitoring actual to budget expenditures
* Directing two employees who approve financial transactions, reconcile, post journal entries, and support the month-end close
* Directing the Foundation Accountant supporting the Dental Foundation of NC, which includes issuance of annual financial statements, audit schedules and account reconciliations
* Preparing and updating financial policies to promote efficiencies and maintain internal controls and compliance with university policies and procedures
* Serving as the School's daily subject matter expert on business and accounting processes and funding sources to support the school's departments, while also serving as the School's liaison with campus offices on accounting matters
* Directing two accounting personnel and having oversight of accounting practices for over 10 departments by providing accounting and system technical guidance in accordance with Generally Accepted Accounting Principles ('GAAP') and Governmental Accounting Standards Board ('GASB')
* Audits financial transactions as needed
Minimum Education and Experience Requirements
Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in accounting; or Associate's degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Preferred Qualifications
* Bachelor's degree in accounting or finance related to the area of assignment
* Five years of professional accounting experience, of which at least two are supervisory; or equivalent combination of training and experience
* Current NC CPA is desirable
* Experience preparing financial statements for nonprofit companies in accordance with GASB requirements is desirable
* Demonstrated experience using multiple campus systems
* Proven ability to prepare financial reports to multiple stakeholders, budget, financial models and support accrual accounting is preferred
* Peoplesoft and Infoporte experience is a plus, as is experience with University financial systems
* Prior account reconciliation and audit experience is desirable
* Prior experience providing external auditors with schedules and meeting audit requests is preferred
